  1. CALL TO ORDER

The meeting was called to order at 5:35 p.m. by Mr. Joe Fuentes.  Mr. Fuentes shared that Dr. Warren was on travel and was unable to attend.

  • Review of Proposed changes to the local college board manual

Mr. Joe Fuentes provided an overview of the called meeting and shared that the College Board is required to have one reading of the revised policy manual prior to voting on the approval of the proposed changes. Due to the submission of the SACSCOC report the timeline for the manual was expedited and this first reading will enable a vote at our next college board meeting. The last approved College Board Policy Manual was approved in 2020 and was used as the baseline for the current manual that is being reviewed.  The board received two versions for review which included a “marked version” which tracks all the proposed changes throughout the text with comments and the “clean version” which has all the changes incorporated and highlights where the major changes are within the document. The first page of each version is an overview of the major updates within the document.

Major changes noted by Mr. Fuentes were:

  • New college board committee structure of the Budget and Facilities Committee approved by the College Board on August 21, 2024.
  • Board self-evaluation statement approved by the College Board on February 21, 2024.
  • Addition of Investment Policy (based on language taken from state regulations and Northern Virginia Community College [NOVA]).
  • Reformatting, numbering and editorial corrections.
  • Superscripts throughout the document indicate that it is verbatim from state policy.

Mr. Fuentes also explained Appendix B which can be confusing due to the formatting.  This document is important, and all board members should be familiar with it.  The document was provided by the system office and is in the format received from legal counsel.

This called meeting and review is considered as a first reading and the proposed changes can be voted and approved at the February 19, 2025, meeting. The updated policy manual will support our documentation for SACSCOC. There will be additional changes and updates to the manual which will require deeper conversations and will occur after the SACSCOC Reaffirmation.

Mr. Fuentes asked all members to please review the documents carefully and to share any changes or corrections with himself, Dr. Warren and Ms. Ada Badgley prior to the February 19th board meeting. One correction was given under item 7.7.

Board members expressed their deep appreciation for the work that went into the preparation of the document and recognized the great attention to detail that was given.

Ms. Abel asked if benchmarks against other policy manuals were taken into consideration.  Mr. Fuentes shared that they reviewed Tidewater Community College, NOVA, Paul D. Camp and Rappahannock.

Dr. Woods inquired about the process when new policies or policy changes roll down from the system office and suggested having a stakeholder’s group to review them. Dr. Brannon shared that the President’s recently requested this from the system office and the Chancellor is making this a mandatory requirement moving forward.
